Do they disable and block my phone?

This has already become a permanent fact. They do not send me codes for 2-step verification on all my accounts. For example, today I wanted to log into my accounts at 20 o'clock. They have not sent me any codes on the phone. I received 20 sms messages with codes after 2.5 hours at 22:10.
Who benefits?
I do not exclude the possibility that at this time they hacked my accounts. This has already happened.
