Technologies of copper-porphyry ore processing have been used for over 100 years, but they are "Innovative technologies" for RUSSIAN COPPER COMPANY?

Russian Copper Company Plant "CJSC Tomensky Mining and Processing Enterprise" ("The Tominskiy Processing Plant", "Tominsky GOK") (Russia)

Owners: Russian Copper Company (RCC)  (74,51% Groundhill Enterprises Limited (Cyprus), 25,49% Metallstar Holdings Limited (Cyprus))

Let's count together:

Plant productivity is 28 million tons per year.

The copper content in the ore is 0.4 %.
The maximum amount of copper (theoretically possible) that they can extract from their ore is 112000 tons per year of copper. 
 

For further calculation, I use data from a similar Plant "Mikheevsky Gok" (RMS): 
  • the copper content in the concentrate is 34.5 %
  • recovery of copper in concentrate is 62-65%.
My calculations show that the maximum amount of copper concentrate is 210000 tons per year.
They promise to get 500000 tons of copper concentrate per year.
 
How is this possible?
How can one extract and sell something that does not exist in principle?
How can  recovery of
copper concentrate at a plant "Tominsky GOK (Russia)" be 238 %? (The recovery cannot be more than 100%!)
They will have a deficit of 290000 tons of copper in concentrate per year.

IMHO: Suppose they produce 500000 tons of concentrate per year.
My calculations show that in this case, the concentrate will contain about 15 % copper. More than half of this concentrate will be silicate minerals. These are silicate minerals that form a gel when reacted with sulfuric acid. This means that further processing of such a concentrate is not possible and cost-effective. 
 Who made recommendations for the construction of a plant with such low factors?

Technologies of copper-porphyry ore processing have been used for over 100 years, but they are "Innovative technologies" for Russian Copper Company?  
They could not solve the problem of silicates for 100 years. Now this is your problem too.
