What do you think,
why do “potential buyers of our apartment” want to keep money for our apartment not at the bank but at the notary's office until the apartment is registered in "Real Estate Curator"?

Why "potential buyers of our apartment" do not want to transfer money to a bank deposit?
The bank will be obliged to give our money to us immediately as soon as we prove their legal origin. 

I explain. 
Registration of real estate is optional in "Real Estate Curator".   There are no strict deadlines for registering real estate. “Potential buyers of our apartment” may not register the apartment for many years. This means that we will never receive our money. 

After 1-2 months, the check (check that they want to keep with a notary until the registration of the apartment is completed) for payment of the apartment will be invalid and we will have neither the apartment nor the money but they will have my apartment and their money?
