English Carbon-Free Future

21 July 2019 MEI (Mr. Barry Willis) asked us: "Is Zero Carbon by 2050 attainable?
British Prime Minister Theresa May has committed the UK to attain this goal by 2050, making Britain the first major economy to do so..."  More

However, on March 18, 2019 and October 31, 2019, the company West Cumbria Mining (UK) received permission to build a new coal mine and plant Woodhouse Colliery (UK).

What does it mean?
They did not plan to build a Zero Carbon future? Are they fooling us? Can we trust you? 
Or do the authors of the article do not know what is going on in their country?
